ROADS AND RIGHT-OF-WAY
Morro Hills Community Services District (MHCSD) holds an easement for roads and right-of-way on both sides of the roads it maintains. The District has adopted policies regarding the use of the right-of-way by property owners. These policies require property owners to apply for and obtain permission for use of the right-of-way for virtually any property owner use. Even though MHCSD holds these easements, property owners are responsible for the upkeep of the right-of-way areas. You may review the rules and the encroachment permit application by clicking the link shown on the Download Files page.

REPORTING ROAD ISSUES
The District has a form which residents are encouraged to use to report road safety issues (needed repairs, foliage overgrowth affecting line of sight, etc.) to the Board. The form is available from any Director and the Board Secretary. It is also available for download from this web site — see Download Files
